We mentioned crowd sourcing via contests and prizes
 earlier as a means of encouraging innovation.  The
X-Prize foundation awarded a large grant for oil
skimming technology to Elastec.

If this is something you are interested in participating
in Nature Chemistry lists an Open Innovation
Pavillion
offering many competitions.  This might
be just what it takes for mature scientists and
engineers to apply their ideas and experiences for
the greater good.
